This is a marmalade cutter, a device at the Rochester Historical Society used to do just that, cut ingredients to be used to make marmalade introduced in the 1930s.

Fruits and other ingredients are fed through the round opening as the wooden paddle pushed them towards the turning blade. The blade operated by the crank at the back of the contraption.
