Ronaldo, 40, is almost certain to be available for all Portugal's games at the World Cup – his sixth for his country – despite his red card in a qualifying game for elbowing Ireland defender Dara O'Shea.
FIFA published a disciplinary verdict on Tuesday imposing a three-game ban, but with two of those games deferred for a one-year probation period.
Ronaldo served a mandatory one-game ban when Portugal played their final qualifying game last week — a 9-1 win over Armenia that sealed their place at the World Cup in North America.
The superstar striker had been expected to be banned for at least one more game, but FIFA said the remaining two games would be activated only "if Cristiano Ronaldo commits another infringement of a similar nature and gravity during the probationary period".
Ronaldo swung an arm and struck O'Shea with an elbow during a 2-0 defeat in Dublin two weeks ago.
Portugal coach Roberto Martinez defended his skipper after the match, saying: "The red card is just a captain that has never been sent off before in 226 games – I think that just deserves credit – and I thought it was a bit harsh because he cares about the team.
"He was 60 minutes or 58 minutes in the box being grabbed, being pulled, being pushed and obviously when he tries to get away from the defender.
"I think the action looks worse than what it actually is."
Ronaldo has played in the Saudi league for three years for a club majority-owned by the kingdom's sovereign wealth fund that the crown prince chairs. Saudi Arabia will host the 2034 World Cup and has been a major financial backer of FIFA in the past two years.
FIFA did add that its disciplinary verdict of "the three-match suspension is subject to appeal to the FIFA Appeal Committee". But it was unclear who could have legal standing to challenge the verdict.
Trump is due to attend the draw ceremony on December 5 at the Kennedy Center in Washington DC.
The World Cup, co-hosted by the United States, Canada and Mexico, starts on June 11.
