The concerns have been raised by both the Deniliquin Collectors Club and NSW Member for Murray Helen Dalton, who say tractor enthusiasts have already been waiting more than a year for certainty following changes introduced by Transport for NSW.
Ms Dalton said historic tractor owners had been left in limbo since new registrations under the historic scheme were halted last year.
"Industry representatives say they were told alternative arrangements would be sorted out in two weeks. That was over a year ago. They're still waiting!" she said.
She said further restrictions under consideration, including removing the logbook system and requiring tractors to travel in organised groups, would create significant challenges for rural communities.
"These aren't people causing trouble. They're volunteers who spend countless hours restoring old machinery, keeping our farming history alive and raising money for some wonderful causes."
The Deniliquin Collectors Club, which has 107 members, says the proposed changes would have a direct impact on its activities.
Twenty-five club members are tractor enthusiasts, with 31 tractors currently registered under the historic registration scheme between them.
Club secretary Daryl Whateley said the organisation's annual rally and tractor trek attract visitors from across NSW and Victoria, while previous events such as the NHMA National Tractor Convention brought more than 100 tractors and significant economic benefits to Deniliquin.
"A tractor is not a static display. When you have spent a good deal of money and time restoring it, then it is appropriate that it be driven," Mr Whateley said.
He said historic tractors regularly feature in community events, including Lions markets, expos and charity fundraisers.
"The benefit to members and the community is immense," he said.
Mr Whateley pointed to events such as the Two Rivers Run, which raised more than $125,000 for charity, and celebrations marking the 70th anniversary of the 1956 Wentworth floods as examples of the social and economic value generated by tractor clubs.
He also raised concerns about reports of a proposed 70km/h road-speed restriction.
"If the 70km road speed limit was in force, we would not be able to drive our tractors from the town as we go from 50km to 80km to 100km. Every road outside Deniliquin has a 100km speed limit," he said.
Ms Dalton said the issue extends beyond machinery.
"For many of our older farmers, these clubs are about much more than tractors. They're about getting out of the house, catching up with mates and passing on a bit of knowledge to the next generation."
She has written to the Transport Minister seeking clarification and urging a practical solution.
"I hope we can find a bit of common sense here because these clubs have been mucked around for long enough," Ms Dalton said.
