The Benalla Lions Club, the Rose City Band, Benalla Theatre Company, Benalla P-12 College and Benalla Rural City Council are in the planning stage for the event on December 21.
The event will be held at the band rotunda in the picturesque Benalla Botanical Gardens.
The carols will begin at 6.45pm with music by the Benalla P-12 College Band.
Rumour has it that a visit by Santa is on the cards.
Carols singing will conclude at about 9.30pm, in time for children to be taken home to bed.
Benalla Lions are seeking expressions of interest from potential sponsors of the event.
