At its recent meeting, Edward River Council decided on the change after safety concerns had been raised at the Deniliquin depot.
It will provide vouchers to the value of $52 in the 2026-27 financial year.
Council received a report from director infrastructure Mark Dalzell which said it had been offering four free disposal weekends a year for all residents.
However, during a review, safety concerns were raised due to the number of people who make use of the free weekend.
This had led to near-miss incidents as vehicles manoeuvre to the tipping face, as well as frustrations for residents as the lines for entry were very long.
Mr Dalzell proposed a voucher system be implemented to replace the free weekends, which would allow residents to dispose of waste free of charge, while reducing the safety concerns.
It would also allow residents to visit the facility when it suits them, within normal operating hours.
The primary method of providing and managing vouchers will be through issue of digital vouchers with a QR code to be used at the gate.
To obtain vouchers, residents will need to fill out an online form, or paper copy.
Vouchers will be available for both tenants and property owners, and where residents are renting, they will need to discuss with the owner who will redeem the voucher.
Council agreed to adopt the voucher system, approved the value of $52 for the 2026-27 financial year, and wants a six-month review from its adoption, as well as monitoring any adverse reactions.
